Page 1 of Is it worth re-building New orleans? If so, how would you do it? (Mild humour to ease the pain)

It`s going to cost billions, and the very real chance of a hurricane of equal force would simply start this disaster all over again. The sheer scale of the destruction pretty much they`d have have to rebuild the sanitation, sewerage, electrical network, rail network.
The roads are screwed, the water supply is polluted. The city is dead.

If it were up to me, I`d relocate everyone safely elsewhere (with all friends and posessions), then build a huge wall around the city and turn it into a prison. a la `Escape from new york`.

I think it should be rebuilt but very carefully and slowly. I`d do the following:
[list=a] [*] Drain the water from the whole area
[*] Find and bury the dead
[*] Flatten any existing buildings
[*] Raise the land to at or above sea level
[*] Relay all sewage/water/electricity lines/pipes
[*] Rebuild the flood defences and levees but higher
[*] Rebuild the town as it was to enable the rich mix of racial diversity to continue [/list=a]
