They are only trying to make legal what they have been doing for years, ie, taking info from bulk databases.
The tax office has been doing way back by collecting data of supermarket loyalty points card details of the top spenders (highest points), then checking up on their earnings/assets to see why they could spend like that.
Yes, Big bro was here as soon as data collection was available.
