FIFA`s proposed changes for player transfers

Watching the news last night about the concerns over money involved with player transfers due to managers panic buying which over-inflated the players price they mentioned FIFA`s proposals whereby only clubs operating in profit would be allowed to buy players

For the Premiership this meant only Arsenal & Tottenham were legible under the scheme

What people`s views on this

Does that mean they can only buy from each other? I`m not sure that will go down too well, only maybe William Gallas might benefit.

I think clubs can still sell but only those that are in profit can buy

As an Arsenal fan, I think it`s a great idea! However that is entirely because I`m biased.
