is it possible to be frozen off the net...possibly cos illegal sites been visited and a pic of the person who owns the comp was taken at that time.

also cannot use computer at all  even if not going on net

Depends what country you live in, I'd say in the UK, not without any sort of warning from your ISP first. And even then they wouldn't try to hack your PC and take a screenshot of your webcam.

update
says computer as been blocked...but can be unblocked if pay a fine into....pay ucash.
guessing been hacked or a virus...how can get out of it...is it to do recovery disc?

You need Combofix, start your PC in safe mode and run the program. It`s a little heavier than most anti-viruses, so use with caution

Yes, it`s a virus/scam. The men who made it are now behind bars, but the virus is still doing the rounds.

The saddest thing about this scam is that the virus accuses the victim on one crime - viewing child pornography. The fact the scammers made millions from this speaks volumes about today`s society
