Help! Help! with .DLL Error Message.

Hi, my friend can no longer use the internet as his pc is not recognising the modem, i think its somethin to do with this message that keeps comin up on start of pc...

RTHDCPL.EXE - Ilegal System DLL Relocation

The system DLL user32.dll was relocated in memory. The app will not run properly. The relocation occured bacause the DLL C:Windows\system32\HHCTRL.OCX occupied an address range reserved for windos system DLLs. The vendor supplying the DLL should be contacted for a new DLL.

Cool i checked that out and will give a go at resolving it but i now think its not whats causing the pc not to connect to the net, he has his cable modem connected via Ethernet, all was fine then out of the blue all he`s getting is the`this page cannot be displayed` message, he uses firefox and IE, modem is working fine, i have it connected to my laptop now writing this message, i`ve made sure settings are correct etc (LAN etc), any tips???
