Can you still access DVD-ROM content features featured on some region 1 DVD`s using a normal DVD region 2 drive.

Or not?

No. Not as standard.

Unless you unlock the drive with a firmware upgrade or similar.

I was able to access the DVD-ROM extras on Men In Black II region 1 dvd on my pc, but i couldn`t play the film

I downloaded a thing called DVDregion killer which was recommended on this site some time ago, it was free and it works great, you can watch any region on your PC
