You do it using the character map in start/programs/accessories/system tools.

Or you can use the shortcut ALT Commands.

The link brings up those prices BUT the site is a bit ambiguous it seems to indicate that they are connected to TALK 200 - rather than Pay As You Go.

Of course it might just be me mis-reading it.

If they are PAYG - ace deal.
