Direct Connect. Yes it`s P2P.
I remember looking at it a few years back but not used it since.

We will pay the price but we will not count the cost..
We used it in first year Uni as a P2P for the University network. Only people connected to the net via a University portal, i.e. halls and flats etc could access our server, but we reguarly got download speeds of around 50mb/ sec. It was like our own private little P2P for the University!
They shut it down though, the bastards.

Its one of the best, although some of the people there can be arseholes.
It runs on `Rooms`. There is a games room, Movies, music and so on.
The best rooms require you are sharing X amounts of gigabytes and have X speed connection.
The most popular and, naturally, the best rooms usually have a 20gig sharing minimum, which I find a few dvd rips usually takes care of. The admins can be d*******s, though and kick you for really stupid reasons.
Anyway, the software facilitates a direct connection (hence DC), so you can download at the maximum the other person can supply.
I know some people who swear by it, personally I find it a bit of a chore. Also, I think the content has taken a bit of a hit, thanks to bit torrent.
