Yes, he did add that rider even before he made his point. Which was that an organisation as big as the NHS should be capable of getting much better deals from suppliers than they currently do.

That's good then.  I think your problem is that the public sector either don't have good procurement teams or that the issue of getting value for money is not as strong in that area as it should be.

That isn't the problem, it was when Labour threw loads of money at the NHS a while ago and the drug companies just swallowed it up, but NICE fixes much of this issue by issuing guidelines.

The problem is, drug companies are generally profit driven disgustingly rich ruthless arseholes who will wage a PR war campaign for their latest cancer drug that NICE have deemed as too expensive, whilst withholding flu vaccine drug trial evidence and generally not caring about patients at all.

Got a drug that can help some cancer patients? No, let's not sell it to the NHS for a profit, we want to sell it to the NHS for a huge profit! NICE don't want to pay that much for the drug? Let's start getting the media worked up about it and make NICE look like the bad guys for not spending money on things that might help extend people's lives, when really it's us charging stupid money for it.
