PC not booting - any ideas?
My gaming rig gave up the ghost while playing BF1 last night.
Now it's booting up until it gets to the Windows logo and the cricle of dots.
Then the monitor goes black and loses signal.
Any ideas what this might be?

Does safe mode work?
It sounds like the video driver isn't properly initialising, which could be a driver issue or something up with your GFX card, or a PSU issue.
Could also be a USB device which is causing it, I've had that before.
You might need to check the boot log (which may also need to be enabled, not sure about Win 10?), but you may be best just starting with Startup Repair in Troubleshooting in the advanced boot options.

It's Win 8.1, and opening in safe mode doesn't work apparently. No joy using F8 anyway.

Try using spme kind of livecd to get a better idea if it's soft or hardware?
See what happens if you use a windows cd as if you were going to insall

Made boot disc on a usb drive, it ran the Windows install as you would expect but when I removed the usb to all it to continue to install it I just ended up with the same thing.
Can't get into safe mode as doesn't give me that option.

Bit confused, are you trying to reinstall now from a usb stick? If not, try startup repair:

I created a usb drive to see if I could get it into safe mode, but it wouldn't give me the option. As I only had system files on my SSD, I figured I had nothing to lose other than lots of extra downloading if I just reinstalled.
Tried all the repair options but none of them worked, so decided to go the whole hog and reinstall from scratch. That didn't work either.
I'm going to try a couple of different options today including swapping out gfx cards as I have 2 x GTX960's in the machine...

Sounds like the way to go. If it is simply a PSU issue often just removing things that consume a lot of power (GFX cards, magnetic HDDs, etc) can suddenly make it start working again.
If it's a GFX card issue, at least you have two to play combinations with!

I also wonder if part of this is related to the primary SSD, which is only 60GB. Sounded a lot at the time when I bought it but hadn't realised that Windows was so bloody bloated. Tried to keep anything not system related off it but recently found only had about 50mb free on it...
