It will probably just mean the report is buried for a while, the police will maybe fine a few people at most, find Boris innocent, whilst it is death by a thousand cuts, it's still a lot of cuts to go.

Neither the report or the police investigation will stick to BJ.

The report in particular will be entirely under the control of the govt, who will only release the bits they have to or which fits their purposes (that's why opposition have already called for entire report to be shared). The police report will blame various civil servants and they'll get a slapped wrist.

The limpet will have to be prised off the rock. He's not going anywhere but he is very weakened.
