What happened to the other 12 people? Or are we seeing that Matt Hancock is just as adept at maths as he is at running a ministry?

There is an explanation...

No problem.

I do think the MI is provided without any context though, which would be useful to understand the national narrative.

Everything should be broken down per age group and per ethnicity to allow us to understand why those people weren't vaccinated.  Have they been offered and refused to take it up or are they currently outside the age groups being offered the vaccine?

my elderly next door neighbor had first jab, at his GP, walking distance.

He had phonecall to tell him to get his 2nd, and told him where he could get it done, not the local GP any more! he knows fully well, that if he asked me to take him to wherever they can give him 2nd jab, I'd take him.

However, he has said "stuff them, if they don't want to give to me".

I drove 20 mins away to get my first, the missus had her first 5 mins away, but I drove her to where I had my first for her to get her 2nd. Bus there would have taken 40mins each way! I'm getting my 2nd, where she had her first!

I saw that some Boots are doing them, but there seems a lot of "luck" involved in when you ring/go to the website. First time I tried it, it suggested Isle of Wight, which admittedly isn't too far as the bird flies, but not really practical. I know a couple of people who have driven 30min or so to the next town to get seen.

My parents had no problem getting their second ones done near by, but mum drives.

So, I wonder how many ppl are getting let down/annoyed/confused by the system, or are just being stubborn?

The Covid center where I'm going to next is 5 mins as I said in the car, but I have no idea how you'd get there by bus, you may have to get 2 or 3.

So, there could be a lot of people who "can't" get their 2nd jab, or maybe won't make the "effort" thinking one is enough?it's not as if I live out in the sticks, I don't live that far from city center.

I know there is a big problem with ethnic communities for a number of reasons, and I'm not surprised about your elderly neighbour, the number of people I spoke to early on in the pandemic that said things like, "I'm old, when it's my time, it's my time" or think you won't hug them because they might give you Covid ("I get tested twice a week I definitely haven't got it") without even considering you might give them it...

It's about 30 minutes to my nearest centre by car too!

Jab one back in February was in a Boots on a retail park about 5 miles away and Jab two at a portacabin attached to a pharmacy same distance but opposite direction.
I've had any number of passengers going to or from vaccinations and what is a short distance for most of us is a tenner cab fare each way for them.

More thought could have been given to catering for those without transport as I'm sure admar's neighbour will not be the only one with a ***k'em attitude.

Took me an hours drive to get each of mine and that's through the Ambulance Service. My mate who is practically wheelchair bound and at risk as is his Mrs had to wait ages to get their first jab and were offered them in ridiculous places bearing in mind they have no transport. Eventually he managed to get his first not too far away by bus. He's been waiting for the second but in the meantime started getting real bad stomach pains and has been diagnosed with diverticulitis. A few days after this diagnosis he got a very brief message to say a nurse was coming to give him his 2nd jab. He wasn't convinced it was legitimate so rang the surgery to confirm and it was. Two days later jab done. He suspects that when the surgery talked to him on the phone and he said the only time he'd left the house since it all kicked off was for his first jab it set some alarm bells ringing.
