Yes that that's his voice.

We used to get a lot of these public safety notices on TV and cinema back in the seventies, and in work lectures, but we no longer get them, except in work.

As for those bampots dragging boat masts into HV lines, it may look funny but does happen. People just do not think ahead.

What we have now on building sites, is a wooden goalpost arrangement on either side of overhead lines, so it will be struck before the HV lines. 

Also people like myself on site are responsible for safety (ie, the foreman) and have to check old maps for underground electric cables (if available), and also check with Electric authority for any existing cables, and finally check with an electric cable detector (like a mine detector) for existing cable routes and mark the ground with a highlighter spray where cables are. If there is any digging going on near these areas, I have to be there to watch what they are doing, and give them a permit to dig, before the first shovel or digger goes in.

Same goes for all existing underground services, like gas pipes, water and sewage, to be marked on the ground and working drawings/plans. Of course the main dangers are electric and gas.
