Simple answer is something which takes a signal from a retro console, converts it with the lowest possible latency to a digital signal, and then potentially upscales it, but ultimately spits it out down an HDMI cable to your TV.

I have the OSSC (they are apparently developing a new version of this):

And the Framemeister which is slightly different again:

They all have pros and cons, my preference is the OSSC, and I will be most likely upgrading mine at some point as the new one sounds even better.
