Had something similar on my android phone. Screen on browser flashes up informing you your phone has been locked because of watching porn I think? (As if?)
Then connect and pay so much to remove it.
You can't shut the screen and reboot or boot into safe doesn't remove it.
Found the answer is open application manage. Down to Internet and delete cache and data. Clears it but you lose any shortcuts.

Surely if your EE phone is hacked, all you have to do is take it to your EE store provider for them to sort out or give you new one? (and the same goes for any provider).
