Heh, that's kind of them. This reminds me of the difference between Captain Kirk and Captain Picard.

Kirk would give one warning shot, then blow them out of the sky. Picard would give one warning shot, then another, then another, then enter into a long peace negotiation.

Twenty months on I get a snotty pay xxx or we take legal action from a completely new 'debt collection' company.
I'm guessing the 'debt' has been sold on as part of a job lot to another company.

After hearing nothing for years, my mum got a small claim filed against her by the parking charge company. We are obviously disputing it, the parking company refused arbitration, so it will go to a local small claims court.

Thankfully if you file a claim you have to have it heard at a court near the defendant, not the claimer, so this should be a fun trip out!

Maybe a counter claim for losses involved in writing and court attendance. Not to mention the stress caused.
